Coordination
Coordination starts with clarity.
The proposal connects people and information across an incident. It keeps the role of the technology distinct from the work of local emergency services.
These articles explain a proposal and a system in development. They do not describe an operating emergency service.
Proposed
The proposal, in short.
VN SOS is proposed first as a coordination layer for visitor emergencies, because that is where the need is clearest.
Tourist SOS has proposed that the Vietnamese Partner Group build it: VN SOS, a Vietnamese-owned and Vietnamese-operated national emergency coordination system for visitors, running on Terra, the intelligence platform built by Tourist SOS. Vietnam leads what is Vietnamese: operations, responders, authorities, law. Tourist SOS provides what is technical: the platform, the intelligence, the engineering.

Different roles, clearly stated
Tourist SOS is a technology and coordination company. It does not operate emergency services, provide clinical care or underwrite risk.
Terra informs and coordinates; local emergency services respond. The system never claims a rescue it does not perform.

Designed, not built
What the person who reported sees
Receipt, assessment, decision and response are separate events, and each one is recorded. The person who reported sees the real state of their report, never a promise.
At every step the report shows only what has actually been recorded: received, being looked at, a decision made. Nothing says help is on its way before that is true.

What is settled with you, not by engineers
How a report is answered — the response tiers, the local words for things, how a place is described, where a patient goes, what a welfare check means here, and the hours — is settled with the people who will answer the calls. None of it is decided by engineers, and none of it is decided yet.
