Overview

§2 · Citizen Report

Citizen Report.

The one-button reporting application: what it does and the rules it keeps.

A person opens it, slides to start, records fifteen to thirty seconds, and a dispatcher sees an assessed incident.

§2.1

Designed, not built

What the app does, and what it does not

Citizen Report records, sends and shows the honest status of a report. It makes no decisions and no medical judgements, and it keeps no patient record. Everything else happens in the platform it reports to.

This is not the emergency telephone service. It reaches the dispatchers of this service only.

It is a web page a person can add to the home screen. There is nothing to install from a store, and nothing to sign up for.

§2.2

Designed, not built

Who can open it

Citizen Report can be opened by whoever is at the scene. It asks for no name, no telephone number and no account.

§2.3

Designed, not built

What the person who reported is told

A report goes to a dispatcher — a person, not a machine — and it shows only what has actually happened.

No connection. This report is saved on this phone and will send itself the moment there is a signal.

Citizen ReportExample

At every step the report shows only what has actually been recorded: received, being looked at, a decision made. Nothing says help is on its way before that is true.

The rules it keeps

  • The app decides nothing

Assessment, routing and clinical judgement belong to the platform and to the dispatcher who reads it. If this app decided something a dispatcher should decide, it would be wrong.

  • The video never leaves the phone

A picture each second, the sound at a low bit rate, and a location are sent. No video is ever made, so none can leave the reporter's phone.

  • Honest status, always

It says a dispatcher is looking now only once a person is actually looking. It never says help is on its way before that is true.

  • No identity, no account

A stable code for the installation, and nothing more. No telephone number, no name, no account, no advertising identifier. This app has no login.

  • Built for an old phone on a slow connection

No map library, no interface kit, no analytics. Reports are queued on the device and retried, so a failed send is never a lost report.

  • No text messages

With no data at all, the app shows the location to read out or copy. It never composes a text message.

§2.5

True today

In English, with Vietnamese to come.

Safety guidance is a reviewed translation from a vetted library — never a machine translation made at the moment it is needed, and never text the application invents. The application's screens are in English today; Vietnamese screens are shown only after a Vietnamese speaker has read them.

Where this stands

Citizen Report is not open to the public in Vietnam. When it is, its address will be published in this document. Until then there is nothing here to press. If you need help now, contact local emergency services.
