The problem is coordination, not capability.
People who help are everywhere in Vietnam. What does not yet exist is one place where the help is coordinated.
Proposed

A person opens it, slides to start, records fifteen to thirty seconds, and a dispatcher sees an assessed incident.
A report shows its real state and nothing beyond it. There are three things it can say.

Report

Assessed
A person decides
A unit is sent
Handover
Receipt, assessment, decision and response are separate recorded events. The marked step is the one a person makes.

The rules it keeps
The app decides nothing
The video never leaves the phone
Honest status, always
No identity, no account
Built for an old phone on a slow connection
No text messages

This is the proposal. Vietnam leads what is Vietnamese. Tourist SOS provides what is technical. Nothing is operating yet.
Each sheet prints as one page.
